Dr. Graham Winkelman is Head of Carbon Management at BHP based in Melbourne, where his global role covers BHP’s response to climate change and energy policy, leadership of carbon capture and storage initiatives and accountability for the strategic design of the Company’s public climate change targets. Graham represents BHP through a number of high-profile fora, including the International Council of Mining and Metals (ICMM), the International Petroleum Industry Environmental Conservation Association (IPIECA), the International Emissions Trading Association (IETA) and the World Bank’s Carbon Pricing Leadership Coalition (CPLC). Graham is a key representative for BHP on the Energy Transitions Commission, which ‘aims to identify pathways for change in our energy systems to ensure both better growth and a better climate’ and is a Board Member of the International CCS Knowledge Centre and the Australian Industry Greenhouse Network (AIGN).
Kory Hayko became Vice-President, Transmission & Industrial Services in June 2017 and previously served as Vice-President, Commercial and Industrial Operations, Fuel and Cross-Crown Collaboration and acting Vice-President, Customer Services. He has also been President and CEO of NorthPoint Energy Solutions since July 2014.
In his more than 25 years at SaskPower, Mr. Hayko has served in numerous roles including Director of Energy Management & Trading and Director of Gas Management.
Mr. Hayko holds a Bachelor of Applied Science in Industrial Systems Engineering and Master of Applied Science in Energy Systems, both from the University of Regina. He is a member of the Association of Professional Engineers and Geoscientists of Saskatchewan.
Board and Volunteer Positions
Tim Dixon is Director and General Manager for the IEA Greenhouse Gas R&D Programme (IEAGHG). He has been at IEAGHG since 2008, and is responsible for managing the R&D programme, ensuring that IEAGHG activities provide the technical evidence-base to support CCS development and deployment, including the IEAGHG technical studies, Research Networks, GHGT Conferences, and Summer Schools, and for inputting to regulatory and policy developments. Tim is chair of several international committees on CCS, including the GHGT Conference Committees.
Tim is also an Honorary Senior Research Fellow at the Bureau of Economic Geology, University of Texas in Austin, and an Honorary Lecturer at the School of Geosciences at University of Edinburgh. He is a Director on the Board for The International CCS Knowledge Centre in Regina, Canada, and was an original Board Member of the UKCCSRC. He sits on advisory committees for several CCS R&D projects. Previously Tim worked in CCS, emissions trading, clean coal technologies, renewable energy and related areas for the UK Government‘s Department of Trade and Industry, for AEA Technology, and for the Global CCS Institute. He was a lead negotiator for CCS in the CDM at UNFCCC COP-17, for CCS in the London Convention and OSPAR, and for CCS in the EU ETS.
Tim has a BSc in Applied Physics and an MBA, and is a member of the UK Institute of Physics, UK Energy Institute, and UK Environmental Law Association.
Dr. Sylvie Bouffard is Principal Studies at BHP Canada Inc. and Programme Officer with the International Council on Mining and Metals (ICMM). Through its initiative called the Innovation for Cleaner Safer Vehicles, ICMM fosters collaboration between mining companies and equipment manufacturers to accelerate the development of the next generation of mining vehicles.
Sylvie brings significant experience in the mining industry, from across four continents and four commodities, and through a diversity of roles in research and development, engineering, project management, marketing, and risk and assurance.
Sylvie holds a PhD in materials engineering and an MASc in chemical engineering, both from the University of British Columbia, Vancouver, Canada, and certificates in economics, finances, and analytics. She is a member of Engineers and Geoscientists of British Columbia.
Currently Wilfried is an independent consultant. In his previous role as General Manager Carbon Capture and Storage Technology at Shell, Wilfried Maas supports the technical development of Shell's global portfolio of CCS demonstration projects. Furthermore Wilfried is involved in a lot of external and internal studies, communications and advocacy to position CCS as a new value adding business in a climate constrained future.
Furthermore in his role as principle expert decarbonization he worked on pathways for “Net Zero Carbon” production and products for different supply chains assessing potential, techno-economics, integration, infrastructure and development gaps of pervasive decarbonization technologies: CCS, Electrification, (blue or green) hydrogen and biomass .Wilfried had been with Shell for over 32 years. Previously he led the team which developed and implemented GHG and Energy Management plans for upstream and downstream operating assets and projects and which executed the front end development of a multisite, multidisciplinary projects for Energy Efficiency & GHG reduction capital program. His earlier roles with Shell covered project technology integration, energy efficiency program management, process design, manufacturing technology, process development R&D and technical services to end use customers.
Wilfried studied Physical Chemistry and holds a PhD in Physical organic chemistry. He is a chartered Project Professional (ChPP) and Chemical Engineer (FIChemE).
Katie serves as Managing Director of IETA, the global multi-sector business voice for the intersection of markets and climate change. On behalf of IETA’s 150+ corporate members, Katie leads efforts to inform market solutions to address environmental challenges across the Americas and globally. She also manages IETA’s growing climate finance, aviation and digital innovation sustainability initiatives. Katie currently sits on the Global Steering Committee for the World Bank’s Carbon Pricing Leadership Coalition (CPLC), Boards of the Climate Action Reserve (CAR) and the International Carbon Capture & Storage (CCS) Knowledge Centre, and Advisory Panels for Canada’s Institute for Clean Growth & Climate Change, the Ivey Foundation, and Blockchain for Climate Foundation. Prior to IETA, Katie worked as a Senior Consultant at ICF International. In 2019, Katie was recognized as a Clean16 and Clean50 award recipient for contributing to Clean Capitalism Leadership in Canada.
Howard Matthews was appointed Vice-President, Power Production and President and CEO of SaskPower International in June 2015, after serving as acting Vice-President, Power Production since July 2014.
He has held a number of positions during his career with SaskPower, beginning as an electrical engineer in 1989. Prior to joining SaskPower’s executive, he was Director at Poplar River Power Station in Coronach, Saskatchewan.
Prior to joining SaskPower, Mr. Matthews worked as a computer programmer for the Saskatchewan Research Council, Northern Telecom and Saskatchewan Mining and Development Corporation. He has also worked as a field engineer with Husky Injection in Toronto.
Mr. Matthews holds a Bachelor of Commerce and Bachelor of Electrical Engineering from the University of Saskatchewan.
As the Vice-President of Corporate Services and Communications at the International CCS Knowledge Centre (Knowledge Centre), Debbie contributes to the integrity of the Corporation overseeing a strong governance structure and the provision of its corporate services. She provides the leadership, management and vision necessary to aid in the effective growth of the organization, its financial integrity, and the foundation for operating with efficiency and oversight. Debbie also oversees the communications, marketing, media relations functions to ensure the vibrancy of the Knowledge Centre brand and alignment with principles and mandate.
Prior to this appointment, Debbie had spent two decades at SaskPower where she had been the Manager of the Coal Combustion Products and Contracts Management Department, where her role was to develop, implement, lead and oversee a Contracts Management Department. Her career at the corporation started in 1994, helping set up and manage SaskPower International Inc. - a wholly-owned subsidiary of the SaskPower Corporation.

As Vice-President of Strategy & Stakeholder Relations, Beth represents the International CCS Knowledge amongst global decision makers and financiers to accelerate engagement on and understanding of the deployment of carbon capture and storage (CCS). With a focus on linking CCS knowledge globally to reduce locked-in investments and collaboratively support the goals of the Paris Agreement. Her understanding of complex climate change matters, policies and regulations, and international financing concerns act as a solid basis for assisting both national and international implementation strategies for technologies that support environmental targets.
Prior to joining the Knowledge Centre, Beth worked briefly as legal counsel for the provincial Crown utility. She pairs this industrial perspective with regulatory knowledge as Acting Director of Climate Change with the Government of Saskatchewan. These positions are reflective of Beth’s time with the National Round Table on the Environment and the Economy where she focused on analysing provincial/territorial climate action plans and making recommendations for low cost and sustainable pathways. Beth’s legal education, teaching and practice have explored balancing energy, the environment, and social implications.
